I’d be interested to know what, if anything he’s said about it. Perhaps if you linked us to said comments it would become clear, no? Anyway, I don’t see the harm in theorizing about her possible motivations, because even if Kajishima had a specific reason it obviously didn’t translate very clearly to most viewers. Plus, for all we know Kajishima might have had something in mind that was very different from what was actually shown in the episode, after all
things have been known to change between writing and production in OVA 1.
