As you all know, I’m not very experienced with cosplay, which brings me to my question. I know that buying an actual costume can be fairly expensive, but can anyone point me to the cheapest place that I might find Tenchi themed costumes? As a side note: I’m not looking to buy immediately.

There’s only one I know of commercially that’s for sale. Yosho’s Jurai outfit. Cosplay most often involves you making your own costume or commissioning parts or a whole from someone and paying them time + materials.
Depending on the character and your level of obsession, yes it can be expensive… or you can improvise.

Great, that’s what I needed to know. Also, I have managed to find a Ryoko costume for $89, plus a $20 shipping fee. I’m just weighing my options. Edit:
I’ve found what I was looking for on Ebay. If someone doesn’t beat me to it, I’ll have enough money to buy it at the end of this coming week.

Alright, here’s an avenue you can take; Cosplay.com is full of commissioners looking for jobs. What you do first is sign up obviously. Then, go to the Marketplace sub-forum and head to Commissions Wanted. Posting your thread with as much information in the OP with a few reference pics, and say to follow up in PM.
At this point, you’ll probably get a few messages. Make sure to ask about previous works/portfolios and look them over. Make sure you keep your budget in mind as you gather quotes. Give them a deadline as well.
After you’ve made your choice, you’ll be asked for half now, half after completion plus shipping. Wait the quoted time, and sure enough you got your new outfit/prop.
Most importantly, BE POLITE. If someone PM’s you after you’ve made your choice, tell them the spot has been filled. Not a bad idea to edit your thread the same way.
