On the other hand, “GXP” is part of the title for the OVA spin-off Tenchi Muyo! GXP: Galaxy Police Transporter. One could presume that the “X” somehow stands for “Transporter”, perhaps “crossing” in some sense, but it does not belong as part of the abbreviation for “Galaxy Police” unto itself.
Yeah sorry, when I think the Galaxy Police, I use the GXP abbrev without thinking.

The GP is the powerful force across the galaxy, not being just a police force but a military and also with the brightest minds in the Science Academy helping. Moving a space station like the GPHQ normally through space and hyperspace would be no problem.
I had seen somewhere there is a genuine Tenchi Muyo in Love Light Novel, might have a tidbit of information on why Kain attacked Achika, though the novel might just be another retelling of the movie so not so good of a source.
However, I had a thought of a stretch of a theory. Considering if Kain was being used with conspirators from the Jurai rebellion: What if Kain got out due to a slight helping hand?
It took the entire GP and Jurai armada and emperor to seal Kain away. Guards are always checking if prisoners escape from their cells and have gotten out of their prisons. Considering how much strength it took to seal someone as dangerous as Kain away, the GP and Jurai would have to keep constant eye and upkeep of Kain’s prison. A conspirator with knowledge of Jurai Tech and power could have done something to create a small opening that Kain could exploit from the inside and made it look he escaped on his own.
Another little theory of why Kain went to 1970 is someone either led him or shown him Achika in that era. When a violent and angry person like Kain is locked up for a century due to GP and large help of Jurai, he would probably destroy everything that gets in between him and them. Someone with access to technology to create a time tunnel or a temporal portal to 1970 strong enough for Kain to sense Achika’s power and make a dart for her.
