You might try paint.net… it’s got layers and jazz.
Mostly I found myself making a layer, painting over a section, touch up, cutting the opacity by half, setting the mode to multiply.
That seemed to yield the best results. YMMV
I spent about 2 hours coloring that picture for you… for photoshop to freeze on the last thing I’m coloring.
