French-language fansub- it even says that at the beginning. The Kare Kano clip was only chosen because the DVD-rip was better looking than the fansub clip.

FUNimation Entertainment announced at its panel at YoumaCon in Detroit on Friday that it has licensed the
Nichijou – My Ordinary Life, Scrapped Princess, and The Betrayal Knows My Nametelevision anime series. Funimation will release Scrapped Princess in a Blu-ray Disc/DVD complete series combo pack on February 28. The set will include Japanese and English audio and English subtitles.

:iloveit1 Discotek Media announced on Monday that it has licensed the
Lupin III: Part IVanime and plans to release it on home video in 2017 with both English and Japanese audio tracks. Richard Epcar, the voice of Daisuke Jigen from Lupin III: Part II, returned to direct the English dub along with Ellyn Stern. Tony Oliver (Arsene Lupin III), Lex Lang (Goemon Ishikawa), and Michelle Ruff (Fujiko Mine) also returned from Part II. Doug Erholtz is replacing Jake Martin as Zenigata.
