Well, the episodes were heavily edited after all. They probably just removed enough footage to get the episodes down to the proper length.

Nah, the long (45 min. originally) OVA episodes (7 & 13) ran long, then they padded out the rest of the hour with shorts and/or interstitials, and continued the regular programming from there.

Seikishi episodes can be split in half easily (there’s a mid-point break), and were split for the streaming re-runs (notice the right-hand column has 26 episodes listed).
